Position Summary:
Reporting to the Senior Director, Operations, and operating in close alignment with the Senior Manager, Human Resources, the Labour Relations Manager will be responsible for shaping and executing labour relations strategy across CAM’s Eastern operations, including Ontario, New Brunswick, and the Eastern United States.
This role requires regular travel (approximately monthly) and will work closely with internal stakeholders, unions, subcontractors, clients, and labour organizations to ensure a consistent, legally compliant, and solutions-oriented approach to labour relations.
This position may be based in Lima, Ohio; Saint John, New Brunswick; or the Greater Toronto Area, Ontario.
Key Responsibilities:
- Lead and coordinate all labour relations initiatives across assigned regions.
- Interpret and provide guidance on Canadian provincial/federal and U.S. state/federal labour laws.
- Develop, implement, and refine labour relations policies, practices, and collective bargaining strategies.
- Support and administer the negotiation of collective agreements, ensuring alignment with project and business objectives.
- Serve as a trusted advisor to senior leadership on grievances, arbitration, workforce strategy, and contract interpretation.
- Represent CAM in interactions with labour boards, client-side labour relations teams, associations, and government agencies.
- Monitor, evaluate, and communicate risks and opportunities of labour/employee relations approaches to inform decision-making.
- Take a “hands-on” role in labour/employee relations issue prevention and resolution.
- Understand commercial risks and opportunities tied to collective bargaining agreements, including their impact on pricing of work.
- Support Indigenous workforce inclusion and engagement initiatives, in alignment with CAM’s community commitments.
- Manage and ensure compliance with the Temporary Foreign Worker Program and applicable employment standards.
- Partner with Legal and HR on investigations, dispute resolution, and workforce planning.
- Deliver training to front-line supervisors and project leaders on effective labour relations practices.
- Champion proactive labour engagement and promote a culture of safety, fairness, and respect across all CAM operations.
- Ensure compliance with all Health, Safety & Environmental requirements, including CAM Core Program standards, regulatory obligations, reporting unsafe acts/conditions, and ensuring PPE is used appropriately.
Qualifications:
- Post-secondary education in Human Resources, Labour Relations, Industrial Relations, Law, or a related field (required or strongly preferred).
- Certifications or ongoing education in Labour Relations or Industrial Relations considered a strong asset.
- Minimum 5 years of dedicated labour or industrial relations experience in unionized, multi-jurisdictional environments.
- Demonstrated experience negotiating and administering collective agreements, ideally within industrial construction, maintenance, turnaround, or energy sectors.
- Proven success in managing relationships with building trade unions and navigating complex union dynamics.
- In-depth knowledge of Canadian and U.S. labour laws and regulations; cross-border experience considered an asset.
- Strong leadership, diplomacy, and communication skills with the ability to influence and guide stakeholders at all levels.
- Analytical mindset with ability to interpret legal agreements, assess workforce risk, and advise strategically.
- High level of discretion, emotional intelligence, and the ability to lead through collaboration and influence.
