<p>LeverageTek is actively seeking a Manager, Procurement and Contracting Services with its Ottawa-based customer.</p><p><br></p><p><br></p><p><b>Work Location</b></p><ul><li>The successful candidate will be required to work 5xdays at the customer headquarters in Ottawa, ON.</li></ul><p><br></p><p><br></p><p><b>Key Tasks</b></p><ul><li>Leading end-to-end procurement processes for wide range, high-value goods, services, and construction projects, ensuring compliance with the Authority's policies, procedures, applicable regulations, and best practices</li><li>Developing and recommending tailored procurement strategies that deliver best value, mitigate risk, and align with operational priorities</li><li>Facilitating and monitoring the evaluation of competitive bid processes (RFPs,</li><li>RFQs, ITTs, and others), ensuring fairness, transparency, and timely completion</li><li>Prepare clear, well-supported award recommendations for approval</li><li>Negotiating pricing, terms, and technical refinements to achieve optimal value for internal clients and the Authority</li><li>Developing and/or approving pricing structures and contract strategies that maximize financial return while meeting operational needs</li><li>Identifying, recommending, and implementing process improvements that streamline procurement activities and enhance service delivery</li><li>Contributing to the creation, revision, and standardization of procurement policies, procedures, and templates</li><li>Providing procurement expertise and advice to project teams, senior management, and business units</li><li>Designing and delivering impactful presentations, contractor briefings, and training sessions to build understanding, ensure compliance, and strengthen stakeholder relationships</li><li>Building and maintaining strong relationships with vendors, contractors, and internal stakeholders</li><li>Promoting ethical procurement practices and support supplier diversity initiatives</li><li>Partnering with internal clients to assess and enhance scopes of work, requirements, and selection criteria, ensuring they fully support project objectives and deliverables</li><li>Monitoring, reviewing, evaluating, and reporting on procurement practices, identifying trends and areas for improvement</li><li>Establishing performance goals, monitoring KPIs and service levels for the procurement function</li><li>Providing staff with mentoring, coaching, and development opportunities; and</li><li>Fostering a collaborative, high-performance team environment that promotes innovation and continuous improvement</li></ul><p><br></p><p><br></p><p><b>Key Qualifications</b></p><ul><li>2–5 years of direct public procurement experience at an intermediate level.</li><li>Strong collaboration and leadership potential, with the ability to mentor or work cooperatively within a team.</li><li>Solid understanding of procurement processes (public sector preferred), with relevant certifications considered an asset</li><li>Must hold a valid G license </li></ul><p><br></p><p><br></p><p><b>Qualifications</b></p><ul><li>Demonstrates strong analytical and economic thinking skills</li><li>High motivation</li><li>Proven expertise in facilitation and negotiation skills</li><li>Demonstrates an ability to excel at building professional relationships with staff, clients, and consultants</li><li>Must have the ability to manage multiple projects simultaneously</li><li>Self-motivated and detail-oriented, able to work independently, prioritize effectively, and adapt to changing demands</li><li>Exceptional interpersonal skills, a results-driven mindset, and a professional and positive attitude are seen as essential for fostering collaboration and achieving success in a team environment</li><li>Demonstrated experience in negotiating terms and conditions and business terms</li><li>Proven background using different tendering formats including Request for Quotation (RFQ), Statement of Qualifications (SofQ), Invitation to Tender (ITT) and Request for Proposals (RFQ)</li><li>A strong understanding of procurement strategies, negotiations, contractual liability, contract administration, and the financial management of contracted relationships</li><li>Strong knowledge and experience of appropriate contract drafting (terms and conditions and business terms) for construction, service and professional services contracts</li><li>Hands-on experience with formal source selection processes and prior experience developing acquisition plans, Request for Proposals (RFP’s) and related documents;
